Killer Clowns in Texarkana?

Ah, the changing of the seasons.  The foliage changing colors, cooler weather, and killer clown sightings.  It seems like every year at this time we have a rash of scary clown sightings.  The Tennessee Highway Patrol even went so far as to issue a statewide alert to warn its citizens about clowns trying to lure kids into the woods!

I think clowns have gotten a bad wrap, I mean someone has to run the government.  Here's the good news - in Texarkana, local officials have given us the all clear.
