State Treasurer John Kennedy Says TOPS Will Be Fully Funded

Lawmakers have trimmed TOPS spending to 75% of what's been budgeted, but State Treasurer John Kennedy says he expects the Senate to bump that back up to 100%. He also says he would not be surprised if the Governor pushes for an income tax increase during a special legislative session.
