State Senator Daniel "Blade" Morris talks with 101.7 / 710 KEEL's Robert J Wright and Erin McCarty about heading a committee tasked with coming up with ideas and suggestions to firm up the financial foundation of the state's TOPS scholarship program.

Morrish tells KEEL listeners that he agrees with former State Representative Jane Smith when she said that in its current form, TOPS "is financially unsustainable" and that the program itself is driving up the cost of tuition at universities across the state.

The senator from Jennings delves into the possible solutions for the scholarship program, including limiting funding for students with lower (but passing) grades, means testing, i.e., making money available based on a student's family income and capping the overall annual cost.
