The city of Dallas says an Uber driver accused of raping a woman in her home last month after dropping her off was using a fake city permit.

City spokeswoman Sana Syed said Talal Ali Chammout, a felon, wouldn't have passed Dallas' background check if he applied. Syed says city officials don't know how Chammout got a permit with a number that had belonged to someone else and expired in 2010.

Uber said over the weekend it had a permit on file for Chammout. On Tuesday, Uber spokeswoman Debbee Hancock said it's doing an internal review of its permit auditing system.

Records show Chammout was released in 2012 after serving time on a federal weapons charge.
