Government Officials to Pay Gang Members $1.5 Million to Create Peace. Will it work?

Due to recent circumstances, city leaders in Sacramento, California have created a plan to pay gang members $1.5 Million to keep the peace and cease all violence, according to Fox News. 

This decision was brought on from an incident where one person was shot and four others were injured at a city park.

The program that will pay gang members $1.5 Million is called Advanced Peace. Fox News says the program "offers gang members cash stipends for graduating from school and for staying out of trouble."

I have a some questions about this: 

1. Will this create a train reaction across the east of the nation?

2. Will this even work?

3. How could this affect Louisiana? Better yet, how could this affect the Ark-La-Tex?
