What’s up with the GM Plant?

So, back in 2012, the GM plant closed.  Along with it a whole bunch of jobs disappeared, and so did a big chunk of our economy. Apparently, promises were made to bring back some functionality of the plant and some jobs by the Year 2015. I just looked at my calendar and that was like last year or something.
