From what I can tell this is actually a commercial that airs in France for a stationary bike company. They did a social experiment to get women to excited about working out. As the women begin to pedal, the lights portray a man on the building.

He begins to dance... and remove his clothing. It's basically Magic Mike meets exercise. And judging by their reaction, we would say mission accomplished.
